It means he tried to buy her loyalty and affection with material possessions and power but it didn't work. She wasn't his.

I think it's saying that the narrator is willing to be a slave for his love, he'll get her anything, he'll chain himself/herself to his/her love,
But it's unrequited.
Because the narrator is willing to be a slave to them,
but when he goes to the "slave market" they don't find someone  who is as willing to be a slave to love.
